A STUDY AND EVALUATION OF THE TESTING OF THE OHIO DEPARTMENT OF HIGHWAYS BITUMINOUS CONCRETE MIXES

EFFECTS ARE EXAMINED OF THE CRITERIA IN THE PROPOSED BUREAU OF PUBLIC ROADS RESEARCH AND DEVELOPMENT TRAIL SPECIFICATIONS, SECTION 401 - BITUMINOUS PLANT MIX PAVEMENTS, ON SAMPLING, TESTING PROCEDURES AND CONTRACT PAVEMENTS. ONLY THE SPECIFICATIONS HAVING TO DO WITH THE COMPOSITION OF MIXTURES, INCLUDING MARSHALL TESTS, WERE EXAMINED. TESTS WERE MADE AT SIX BITUMINOUS CONCRETE PLANTS DURING NORMAL PRODUCTION FOR OHIO DEPARTMENT OF HIGHWAYS PROJECTS TO OBTAIN MIX TEMPERATURE, BITUMEN CONTENT, AGGREGATE GRADATION, AND MATERIAL COATABILITY. PLANT PERFORMANCE WAS EVALUATED IN LIGHT OF TEST RESULTS AND TRIAL SPECIFICATION REQUIREMENTS. THE GOALS OF THE PROJECT WERE TO DETERMINE: (1) IF THE TRIAL PROCEDURES ARE PRACTICAL AND CAN BE INITIATED INTO PRACTICE WITH LITTLE DIFFICULTY, (2) IF PRESENT PRODUCTION CONTROL IS ADEQUATE TO PRODUCE MATERIAL IN CONFORMANCE WITH THE TRIAL SPECIFICATIONS, AND (3) THE EFFECT OF THE TRIAL SPECIFICATIONS ON CONTRACT PRICES. RESULTS INDICATE THE TRIAL SPECIFICATION LIMIT RESULTED IN MAJOR REDUCTIONS IN CONTRACT PRICE FOR THREE OF THE PRODUCERS. HOWEVER, IT SHOULD BE POINTED OUT THAT THE PRODUCER DID NOT ASSUME ALL OF THE RESPONSIBILITY FOR QUALITY CONTROL PROVIDED BY THE TRIAL REQUIREMENTS.
