THE COLLECTION AND USE OF TRUCK WEIGHT DATA

THE OBJECTIVES OF THE STUDY ARE TO DETERMINE (1) THE "STATE OF THE ART" OF THE COLLECTION AND USE OF TRUCK WEIGHT DATA, ESPECIALLY IN THE DESIGN OF PAVEMENT STRUCTURES; (2) THE TYPE OF INFORMATION RECEIVED BY THE STATE HIGHWAY DEPARTMENT OF GEORGIA FROM ITS LOADOMETER SYSTEM, AND HOW THIS INFORMATION IS BEING USED; (3) THE FEASIBILITY OF MAKING A COMPREHENSIVE STUDY OF GEORGIA'S TRUCK WEIGHT DATA COLLECTING SYSTEM AND THE USE OF SAID DATA, AND TO ARRIVE AT INTERIM RECOMMENDATIONS FOR IMPROVEMENT OF THE COLLECTION AND USE OF TRUCK WEIGHT DATA. THE COLLECTION AND USE OF TRUCK WEIGHT DATA IS DESCRIBED, AND AN ANALYSIS OF HISTORICAL TRUCK WEIGHT DATA IN GEORGIA IS MADE. REPLIES TO A QUESTIONNAIRE SENT TO ALL STATES ARE SUMMARIZED AND ANALYZED, AND GEORGIA'S TRUCK WEIGHT DATA ARE COMPARED WITH THOSE FROM OTHER STATES. AN EXTENSIVE LITERATURE SEARCH WAS MADE AND THE RESULTS OF PREVIOUS STUDIES ARE SUMMARIZED. A GENERAL CONCLUSION WAS THAT A GENERAL LACK OF KNOWLEDGE EXISTS CONCERNING MANY ASPECTS OF THE COLLECTION AND USE OF TRUCK WEIGHT DATA. MAJOR FINDINGS ARE: EQUIVALENTS FOR MOST INDIVIDUAL TRUCK TYPES IN GEORGIA HAVE BEEN ERRATIC AND UNPREDICTABLE FOR MANY YEARS AND SHOW NO DEFINITE TREND; VARIABILITIES EXIST IN TRUCK WEIGHT DATA FROM STATE TO STATE EVEN THOUGH TRUCKING CONDITIONS MAY BE SIMILAR: PROBABILITY SAMPLING PROCEDURES SHOULD BE APPLIED TO THE COLLECTION OF TRUCK WEIGHT DATA; TOLERANCE LIMITS FOR THE ACCURACY OF ESTIMATES SHOULD BE ESTABLISHED SO THAT OPTIMUM SAMPLING PROCEDURES CAN BE PROPERLY DESIGNED; SUPERFLUOUS TRUCK WEIGHT STATIONS EXIST WHEN STATIONS' LOCATIONS ARE SELECTED USING JUDGMENT ONLY; SEVERAL FEASIBLE METHODS OF GROUPING SIMILAR TRUCK WEIGHT STATIONS HAVE BEEN DEVELOPED; DYNAMIC WEIGHING IS STILL IN THE RESEARCH PHASE BUT SHOULD BE USED EXTENSIVELY IN THE FUTURE; RESEARCH AND ENFORCEMENT WEIGHING CAN BE COMBINED INTO ONE EFFECTIVE PROGRAM PROVIDED THAT RESPONSIBILITY FOR ALL WEIGHING OPERATIONS IS PLACED WITHIN ONE DIVISION OF A HIGHWAY DEPARTMENT. /AUTHOR/
