TEXAS PRACTICES IN THE DESIGN OF FLEXIBLE PAVEMENTS EMPLOYING BLACK BASES

THE TEXAS HIGHWAY DEPARTMENT HAS HAD NO EFFECTIVE CRITERION FOR RELATING FLEXIBLE BASE DEPTHS TO ASPHALTIC CONCRETE DEPTHS. THE RECENT DESIGN MANUAL FOR CONTROLLED ACCESS HIGHWAYS INCLUDES AN APPROXIMATE METHOD OF RELATING THESE FACTORS BASED ON THE COHESIOMETER TEST. HOWEVER, THIS CRITERION IS NOT WHOLLY VALID AND CANNOT BE SUPPORTED BY ACCEPTED RESEARCH.
