SOLID WASTE MANAGEMENT IN RECREATIONAL FOREST AREAS

THE BUREAU OF SOLID WASTE MANAGEMENT WAS INSTRUCTED TO CONDUCT A STUDY OF NATIONAL FOREST RECREATION AREAS TO ES- TABLISH WASTE GENERATION RATES FROM MAJOR RECREATION ACTIVITIES AND TO DETERMINE THE COST OF SOLID WASTE HANDLING FOR SELECTED FOREST SERVICE DISTRICTS. THE 1968 SOLID WASTE GENERATION RATES FOR ALL MAJOR RECREATION ACTIVITIES IN THE FOREST SERVICE ARE DESCRIBED AS WELL AS THE VARIOUS METHODS OF SOLID WASTE STORAGE, COLLECTION, AND DISPOSAL ENCOUNTERED. ALTHOUGH THE BUDGETED AMOUNT FOR HANDLING SOLID WASTES IN EACH DISTRICT VARIED GREATLY, AN AVERAGE OF 70% WAS SPENT ON COLLECTION MANPOWER AND ONLY 4% ON DIS- POSAL. THE REMAINING 26% WAS DIVIDED EVENLY BETWEEN THE COST OF EQUIPMENT AND PLASTIC LINERS. IN SOME FOREST SERVICE DISTRICTS, COLLECTION BY PRIVATE CONTRACT WAS LESS EXPENSIVE THAN COLLECTION BY DISTRICT FORCES. THE STUDY FORMULATED THE FOLLOWING CONCLUSIONS: (1) THE SOLID WASTE GENERATED IN A RECREATION AREA CAN BE RELATED TO THE VISITOR USE THAT THE AREA RECEIVES, (2) RECREATIONAL SOLID WASTE GENERATION RATES COULD NOT BE SHOWN TO VARY REGIONLY OR WITH THE LEVEL OF CAMP GROUND DEVELOPMENT, (3) FEW FOREST SERVICE DISTRICTS OPERATED SPECIALLY ADAPTED EQUIPMENT FOR SOLID WASTE COL- LECTION, (4) FEW FOREST SERVICE DISTRICTS USED ANY EQUIP- MENT FOR SOLID WASTE DISPOSAL EVEN WHEN IT WAS AVAILABLE, (5) SOLID WASTE CONTAINERS IN FOREST RECREATION AREAS ARE GENERALLY WELL DESIGNED AND MAINTAINED WITH PLASTIC CONTAIN- ER LINERS AIDING BOTH CONTAINER SANITATION AND COLLECTION EFFICIENCY, (6) THE DISTANCE FROM THE FOREST SERVICE RE- CREATION TO THE DISPOSAL SITE AND THE INTENSITY OF RE- CREATION USE IN THE AREA HAD THE MOST INFLUENCE ON THE COST OF SOLID WASTE COLLECTION, AND (7) ALL FOREST LAND DISPOSAL SITES ENCOUNTERED DURING THE STUDY WERE DE FACTO DUMPS NOT OPERATED ON LOCAL, STATE, OR FEDERAL STANDARDS.
