TECHNOLOGICAL DIAGNOSIS OF HIGHWAYS CONSTRUCTION

INDICES OF PERSONNEL IN ROAD CONSTRUCTION WERE DETERMINED ACCORDING TO THE TYPE OF CONSTRUCTION AND THE CATEGORIES OF EMPLOYEES. THESE INDICES REFER TO THE CONSTRUCTION OF ONE KILOMETER OF ROAD PER YEAR, HAVING IN MIND A WIDER STUDY OF THE POSSIBILITY OF USING IDLE PERSONNEL IN SOME AREAS BY CARRYING OUT A HIGHWAY CONSTRUCTION PROGRAM. VARIOUS STAGES OF ROAD CONSTRUCTION WERE ESTABLISHED AND THE SERVICES INVOLVED IN EACH STAGE WERE IDENTIFIED, INCLUDING THE PERSONNEL, THE EQUIPMENT AND THE PRODUCTIVITY OF THE WORKING GOUP . THE OFFICIALLY RECOGNIZED APPROPRIATIONS PUBLISHED BY THE NATIONAL HIGHWAY DEPARTMENT SCHEDULE, JUNE 1964, WERE USED FOR THAT PURPOSE, THUS AVOIDING ANY PERSONAL CRITERIA. THE PROBLEM OF THE AMOUNT OF WORK INVOLVED WAS DISCUSSED, REALIZING THE DIFFICULTY OF AN "A PRIORI" FIXATION DUE SPECIALLY TO THE VARIATION OF TOPOGRAPHIC CONDITIONS OF THE REGIONS WHERE THE ROADS WERE TO BE BUILD AND ITS GEOMETRIC CHARACTERISTICS. CONSULTANT FIRMS STUDY GROUP FOR INTEGRATION OF TRANSPORT POLICY. EXPERIENCED THE SAME PROBLEM, STUDIED IT TOGETHER AND DECIDED ON THE QUALITIES OF SERVICE FOR 4 STANDARD TYPES OF GEOMETRIC DIMENSIONS AND 4 TYPES OF TOPOGRAPHIC AREAS. THESE VALUES, PUBLISHED IN GUIDELINES, NO. 33, BY KAMPSAX COORDINATION CONSULTANTS, WERE USED TO DETERMINE THE QUANTITITES OF SERVICE INVOLVED IN VARIOUS CONSTRUCTION PHASES. THE GEOMETRIC PROFILE SET TO BE USED FOR THE COMPUTATIONS WAS: DIMENSION OF 7.2M. FOR THE WEARING COURSE WITH SHOULDERS OF 1.5 M. FOR ROADS OF CLASS I BY GEIPOT STUDIES. INDICES OF PERSONNEL IN PAVING WORK WERE DISCUSSED. NEW ASSUMPTIONS HAD TO BE MADE DUE TO THE VARIETY OF BASES AND SUBBASES AND COATINGS, ALSO THE TYPES OF SHOULDERS. AN INITIAL ATTEMPT WAS MADE TO SET SOME MEDIUM VALUES, BUT A CERTAIN TYPE OF DIMENSIONING WAS DECIDED MERELY BY PROFESSIONAL INTUITION. FOR THESE DIMENSIONINGS, INDICES OF PERSONNEL ABSORPTION WERE DEVELOPED AND THE WORKING TEAMS WERE ADAPTED TO CHRONOGRAMS OF 10 KM. IN ONE YEAR. THE VALIDITY OF THESE VALUES WAS TESTED. THE NUMBER OF PERSONNEL INVOLVED IN ROAD CONSTRUCTION HAD BEEN COMPUTED PREVIOUSLY BY SAMPLING BY GETULIO VARGUS FOUNDATIONA TOGETHER WITH CONSTRUCTION FIRMS. THESE INDICES WERE APPLIED TO THE YEAR TOTAL HIGHWAY CONSTRUCTION WHICH RESULTED IN IDENTICAL FIGURES TO THE GETULIO VARGUS FOUNDATION. INDICES FOR OTHER TYPES OF TOPOGRAPHIC AREAS AND MUNICIPAL ROAD WORKS WERE COMPUTED. /RRL/
