JURY URGES NEW BRIDGE FALSEWORK SPECS

IMPROVED FALSEWORK SPECIFICATIONS, ENGINEERED TO A STANDARD PROVINCIAL CODE, HAVE BEEN RECOMMENDED AS A RESULT OF A CORONERS INQUEST INTO THE COLLAPSE OF PARTIALLY BUILT, 217-FT-LONG CENTRAL PORTION OF THE HERON ROAD BRIDGE IN OTTAWA. A FIVE-MAN CORONERS JURY ALSO RECOMMENDED IMPROVED CONTRACTOR-CONSULTANT LIAISON AND BETTER TRAINING FOR SAFETY INSPECTORS. THREE FACTORS, THE JURY SAID, CONTRIBUTED TO THE FAILURE' /1/ LACK OF EXPERIENCE ON THE PART OF THE CONTRACTOR IN FALSEWORK ON A PROJECT OF THIS SIZE, /2/ TOO6 GREAT A DEPENDENCE ON ASSUMED SIMILARITIES BETWEEN THE ROUGE RIVER BRIDGE NEAR TORONTO AND THE HERON ROAD BRIDGE. THE ROUGE RIVER BRIDGE WAS MENTIONED SEVERAL TIMES IN TESTIMONY BY THE CONTRACTORS ENGINEERS, AND /3/ INADEQUATE DIAGONAL BRACING IN THE LONGITUDINAL DIRECTION. /CGRA/
