MODEL AIR POLLUTION CONTROL ORDINANCE FOR HOT MIX ASPHALT PLANTS AND SUMMARY OF AIR POLLUTION CONTROL REGULATIONS

THIS PUBLICATION HAS BEEN PREPARED BY THE NATIONAL ASPHALT PAVEMENT ASSOCIATION IN THE INTEREST OF PROVIDING REASONABLE AND REALISTIC CONTROL OF AIR POLLUTION FROM HOT MIX ASPHALT PLANTS. THE FIRST SECTION CONTAINS A MODEL ORDINANCE THAT IS SPECIFICALLY DESIGNED TO BE USED BY COUNTY AND MUNICIPAL AIR POLLUTION AGENCIES. AT THIS LEVEL OF CONTROL, IT CAN BE ADOPTED AS PRESENTED WITH VERY LITTLE MODIFICATION. THE MODEL ORDINANCE WILL ALSO SERVE AS A GUIDE WHEN STATE AGENCIES ARE PREPARING AIR POLLUTION ORDINANCES THAT WILL DIRECTLY AFFECT THE HOT MIX ASPHALT PLANT. THE SECOND SECTION CONTAINS A SUMMARY OF STATE AND MUNICIPAL AIR POLLUTION CONTROL REGULATIONS AS WELL AS SPECIFIC DETAILS CONCERNING RINGELMANN AND PROCESS LIMITATIONS FOR THE MUNICIPAL REGULATIONS. /AUTHOR/
