THE ASSESSMENT OF MAINTENANCE NEEDS FOR ROAD PAVEMENTS

APPARATUS AND METHODS DEVELOPED FOR ROUTINE EVALUATION OF ROAD PAVEMENT STRENGTH, RIDING QUALITY, AND RESISTANCE TO SKIDDING ARE DESCRIBED. THEY ARE INTENDED FOR USE IN OPERATING A RATING SYSTEM IN WHICH THE CONDITION OF ROADS IS MEASURED QUANTITATIVELY, SO THAT MAINTENANCE PROGRAMS CAN BE DEFINED OBJECTIVELY. PAVEMENT STRENGTH AND THE NEED FOR FURTHER STRENGTHENING ARE ASSESSED BY MEASUREMENTS OF DEFLECTION UNDER LOAD, EITHER MANUALLY USING THE DEFLECTION BEAM, OR MORE CONVENIENTLY USING THE DEFLECTOGRAPH DEVELOPED IN FRANCE. BASED ON DEFLECTION MEASUREMENTS, RECOMMENDATIONS ARE GIVEN FOR THE DESIGN OF OVERLAYS FOR FLEXIBLE PAVEMENTS. MEASUREMENTS OF RIDING QUALITY USING THE BUMP INTEGRATOR ARE A SUITABLE BASIS FOR STARTING ROUTINE ASSESSMENT IN QUANTITATIVE TERMS, BUT THE METHOD HAS LIMITATIONS. THE NEED FOR FURTHER DEVELOPMENT IN APPARATUS AND STANDARDS IS DISCUSSED. SKIDDING REISTANCE IS EVALUATED IN TERMS OF SIDEWAY FORCE COEFFICIENT AND A ROUTINE TESTING MACHINE (SCRIM) DEVELOPED BY THE ROAD RESEARCH LABORATORY IS DESCRIBED. CRITERIA FOR SKIDDING ARE DISCUSSED, INCLUDING THOSE PROPOSED BY THE MARSHALL COMMITTEE. AT DIFFICULT SITES WHERE THE RISK OF SKIDDING ACCIDENTS IS HIGH THE CRITERIA CAN BE MET BY USING SPECIAL SURFACINGS INCORPORATING SYNTHETIC AGGREGATE. MORE GENERALLY, NO DIFFICULTY IS EXPECTED IN MEETING THE STANDARDS ON ROADS WITH LIGHT TRAFFIC, BUT ON ROADS CARRYING INTENSE TRAFFIC IT MAY WELL NOT BE POSSIBLE TO MEET THE STANDARDS USING NORMAL SURFACING TECHNIQUES; FOR THESE ROADS THE STANDARDS ARE TO BE REVIEWED TAKING INTO ACCOUNT THE COSTS OF IMPROVED SURFACINGS, TIRE WEAR, NOISE AND THE ASSOCIATED ACCIDENT SAVINGS. /RRL/
