REPORT OF THE JOINT COMMITTEE ON ROADSIDE DEVELOPMENT AT THE ANNUAL MEETING, HIGHWAY RESEARCH BOARD, 14TH ANNUAL MEETING, 1934

THE JOINT AASHO/HRB COMMITTEE ON ROADSIDE DEVELOPMENT HAS FOUND AND MAINTAINS THAT PRACTICAL ROADSIDE DEVELOPMENT, WHEN ACCOMPLISHED IN ACCORDANCE WITH APPROVED PRINCIPLES OF LANDSCAPE ENGINEERING, CONTRIBUTES TO THE ECONOMY, EFFICIENCY, AND SAFETY OF HIGHWAY MAINTENANCE AND OPERATION. THIS STATEMENT FINDS SUPPORT IN THE FOLLOWING: (1) STABILIZATION OF SLOPES REDUCES EROSION; (2) MORE ADEQUATE DRAINAGE IS PROVIDED; (3) DRIFTING SNOW, SAND, AND DUST ARE IN PART CONTROLLED; (4) TRAFFIC HAZARDS ARE GREATLY REDUCED AND GUARD RAIL COSTS DECREASED; (5) THE COST OF MOWING ROADSIDES IS REDUCED; (6) LAND AND PROPERTY VALUES ARE ENHANCED; (7) LAND DAMAGE CLAIMS ARE LESSENED; AND (8) BETTER PUBLIC RELATIONS ARE PROMOTED. THE COMMITTEE RECOMMENDS THAT: (1) A MORE THOROUGH STUDY AND ANALYSIS OF HIGHWAY TYPES BE MADE BY STATE HIGHWAY DEPARTMENTS, PLANNING BOARDS, OR OTHER AGENCIES FOR THE PURPOSE OF CLASSIFYING HIGHWAYS INTO THREE OR MORE SUCH CATEGORIES AS ALL-PURPOSE, COMMERCIAL, AND RECREATIONAL. THIS STUDY SHOULD INCLUDE THE PROBLEMS OF IDEAL LOCATION, RIGHTS-OF-WAY, AND CROSS SECTION VARIATIONS. ALL STATE PLANNING BOARDS AND ADMINISTRATIVE AGENCIES CONTROLLING HIGHWAYS, PARKS, RESERVATIONS, AND OTHER RECREATIONAL AREAS COLLABORATE CLOSELY. THE COMMITTEE HIGHLY COMMENDS THE VARIOUS STATE HIGHWAY DEPARTMENTS, THE NATIONAL PARK SERVICE, AND OTHER AGENCIES IN THEIR DEVELOPMENT AND USE OF SMALL ROADSIDE AND WAYSIDE AREAS FOR THE CONVENIENCE AND ENJOYMENT OF THE TRAVELLING PUBLIC. THE CONTINUANCE AND EXTENSION OF THIS PROGRAM IS URGENTLY RECOMMENDED. (3) IN ORDER TO STABILIZE LAND VALUES, PROMOTE SAFETY AND CONVENIENCE, AND INSURE A MORE PERMANENT AND ATTRACTIVE COUNTRYSIDE, THE VITAL IMPORTANCE AND VALUE OF THE ACCEPTED PRINCIPLES OF URBAN ZONING BE STUDIED AND ADJUSTED FOR PRACTICAL APPLICATION TO ALL RURAL HIGHWAYS AND PARKWAYS. (4) RESEARCH BE UNDERTAKEN ON SUCH PROBLEMS AS SLOPE EROSION AND SUITABLE GRASS OR GROUND COVERS BEST ADAPTED TO CONDITIONS IN VARIOUS PARTS OF THE COUNTRY. (5) SINCE THE SUCCESS OF ROADSIDE DEVELOPMENT DEPENDS TO A GREAT EXTENT ON PUBLIC SUPPORT BASED UPON AN INTELLIGENT UNDERSTANDING OF THE PROBLEMS INVOLVED AND THEIR PROPER SOLUTION, SUITABLE EDUCATIONAL MATERIAL BE ASSEMBLED, ORGANIZED, AND CIRCULATED THROUGHOUT THE UNITED STATES. /HRB/
