PROTECTION OF SCENIC VALUES

SCENIC HIGHWAYS DEPEND ON SCENIC VALUES, BOTH NATURAL AND CULTURAL. TO MAKE THE HIGHWAY SYSTEM COMPATIBLE WITH THE SCENIC VALUES, THE LANDSCAPE MUST BE EXAMINED TO DEFINE THE MOST IMPORTANT RESOURCES. INVENTORIES OF THE WISCONSIN RESOURCES, ESPECIALLY THE WATER, WETLANDS, FLOOD PLAIN, AND SANDY SOIL ADJACENT TO WATER, WERE MADE ON A COUNTY TO COUNTY BASIS. THESE INVENTORIES WERE CONVERTED TO MAP FORM AND OVERLAYS OF THE HIGHWAY TRANSPORTATION SYSTEMS, THE POPULATION PATTERN, AND PROJECTED POPULATION GROWTH WERE MADE. NATURAL CORRIDOR PATTERNS OF RESOURCES, THE STRENGTH OF THESE PATTERNS, THREE DIMENSIONAL ASPECTS OF A ROUTE, AND THE OPTIMIUM USE OF SPACE WERE OTHER IMPORTANT ELEMENTS CONSIDERED.
