HIGHWAY PLANNING'S ROLE IN DEVELOPING STANDARDS FOR FUTURE HIGHWAYS

THE RECLASSIFICATION OF HIGHWAYS IS REQUIRED BY THE FEDERAL HIGHWAY ACT AND RECOMMENDED BY A SPECIAL COMMITTEE OF AASHO TO DEVELOP STANDARDS FOR VARIOUS FUNCTIONAL HIGHWAY CLASSES. THE RELATIONSHIPS AND FUNCTIONS OF THE PLANNING AND AND DESIGN PHASES OF HIGHWAY DEVELOPMENT ARE REVIEWED. THE THREE BASIC TYPES OF ROADS AND STREETS ARE: ARTERIALS, COLLECTORS, AND LOCALS. THE CLASSIFICATION OF A GIVEN ROAD INTO ONE OF THESE GROUPS INVOLVES THE DETERMINATION OF LEVEL OF SERVICE THAT THE ROAD IS EXPECTED TO PROVIDE. THE FACTORS WHICH MUST BE WEIGHED BEFORE THE CLASSIFICATION OF THE ROAD IS ESTABLISHED ARE: (1) LENGTH OF TRIPS, (2) SPEED OF OPERATION, (3) DIRECTNESS OF ROUTING, (4) DEGREE OF ACCESS CONTROL, (5) DEGREE OF LAND SERVICE, AND (6) FREEDOM OF MOVEMENT. THE MAJOR DESIGN FEATURES WHICH ARE DIRECTLY RELATED TO THE OBJECTIVES OF PROVIDING MOBILITY OR ACCESS ARE: (1) DESIGN SPEED, (2) LEVEL OF SERVICE AS USED TO DETERMINE LANE REQUIREMENTS AND INTERSECTION DESIGN, AND (3) ACCESS CONTROL. THE CHOICE OF DESIGN STANDARDS FOR EACH FUNCTIONAL CLASSIFICATION DEPENDS TO A GREAT EXTENT ON ECONOMICS. PLANNING SHOULD DEFINE THE FUNCTIONAL CLASSES BY LISTING THE OBJECTIVES AND DESCRIPTIONS OF EACH CLASSIFICATION AND BY GATHERING THE DATA USED TO DETERMINE THE FUNCTIONAL CLASSIFICATION OF EACH HIGHWAY. DESIGNERS AND PLANNING ENGINEERS SHOULD COOPERATIVELY DEVELOP DESIGN STANDARDS WHICH RELATE TO FUNCTIONAL CLASSES. THE CHOICE OF HIGHWAY LOCATION SHOULD BE A COOPERATIVE VENTURE AND INCLUDE THE FOLLOWING CONSIDERATIONS: (1) SOLVING THE PROBLEM OF TRAFFIC SERVICE VERSUS THE MOST DIRECT ROUTING, (2) THE ELIMINATION OF TWO COMPETING ARTERIAL HIGHWAYS IN THE SAME CORRIDOR, (3) DETERMINING THE TRAFFIC SERVICE FOR EACH OF THE ALTERNATE LOCATIONS UNDER CONSIDERATION, AND (4) EMPHASIZING THAT TRAFFIC SERVICE CONSIDERATIONS ARE JUST IMPORTANT AS LEAST COST AND GEOMETRIC CONSIDERATIONS.
