REASONS FOR INCREASES USE OF BITUMEN-BOUND BASES AND BASE COURSES. EQUIVALENT THICKNESSES OF DIFFERENT BASE MATERIALS WERE INDICATED. SPECIFICATIONS FOR BITUMINOUS MIXES RELYING UPON COMPOSITION ALONE WERE RATED INADEQUATE. MECHANICAL TESTS GIVING AN INDICATION OF PERFORMANCE WERE RECOMMENDED.
