How Fair is Road Pricing? Evaluating Equity in Transportation Pricing and Finance

This report address road pricing and equitable means of making road pricing decisions. The paper describes a road pricing equity framework that incorporates three competing philosophies of equity - equal opportunities, equal freedom of choice, and equal outcomes. It reviews five case studies of road pricing, in Germany, Stockholm, Minneapolis-St. Paul, New York and San Diego. It examines how equity issues have been raised and addressed in these locations.
