EVALUATION OF PAVEMENT SERVICEABILITY

THE UTAH STATE DEPARTMENT OF HIGHWAYS STARTED USING THE AASHO INTERIM PAVEMENT DESIGN GUIDE IN THE FALL OF 1962. IN 1966 A STUDY WAS FUNDED BY THE FEDERAL HIGHWAY ADMINISTRATION FOR THE EVALUATION OF THAT DESIGN. PAVEMENT ROUGHNESS WAS MEASURED WITH A CALIFORNIA TYPE PROFILOGRAPH UNTIL 1970, WHEN A PCA TYPE ROADMETER WAS PURCHASED. A CORRELATION WAS THEN PERFORMED BETWEEN THE TWO TYPES OF TESTING EQUIPMENT. THE METHODS OF ANLAYZING THE DATA UNDERWENT A CHANGE IN THE FINAL YEAR OF THE STUDY. THE FIRST PLAN WAS TO USE THE ANALYSIS OF VARIANCE TECHNQIUE WITH A FACTORIAL CELL DESIGN AS THE METHOD OF SEPARATING THE PROJECTS. THE FACTORS IN THE CELL DESIGN WERE DAILY 18 K TRAFFIC, SOIL SUPPORT, CHRONOLOGICAL AGE, AND TERMINAL SERVICEABILITY INDEX (TSI). AN ANALYSIS OF THE DATA INDICATED SOIL SUPPORT TO BE INSIGNIFICANT AND WAS THEREFORE ELIMINATED AS A FACTOR. NEW CELL PATTERNS WERE THEN DESIGNED SEPARATING THE STATE ROUTES PROJECTS (PRIMARY AND SECONDARY) FROM THE INTERSTATE PROJECTS. THE REGRESSION-TECHNIQUE WAS USED TO ANALYZE THE DATA AND EQUATIONS WERE CALCULATED FOR PSI AS A FUNCTION OF ACCUMULATED 18 K TRAFFIC AND AGE. IT WAS FOUND THAT AGE IN THE MAJORITY OF THE CELLS CORRELATED BETTER WITH PSI THAN DID ACCUMULATIVE 18 K TRAFFIC. THIS INDICATES PSI IS INFLUENCED BY SUCH ENVIRONMENTAL FACTORS AS FREEZING, THAWING, ETC. PROJECTS THAT WERE DESIGNED UNDER THIS DESIGN PROCEDURE HAVE PERFORMED VERY WELL, PROVIDING THE DESIGN SPECIFICATIONS WERE COMPLIED WITH, CONCLUDING THAT THE DESIGN PROCEDURE IS ADEQUATE. /NTIS/
