Developing guidelines for monitoring routine police enforcement (im Rahmen des EU-Projektes ESCAPE)
The aim of this project is to provide the background for the definition of a set of instructions for practitioners and scientists how to monitor police enforcement based on practical measures of non-compliance in driver behaviour, as well as to sum up the findings in the form of reasonable guidelines for application. The main enforcement areas of interest should be the areas of "alcohol", "speeding", "seat belt-use", also, when available, a relevant summary of experience will be provided for other enforcement areas (for example, red-light running, sign compliance). Generally, the guidelines will be derived from a review of literature and available experience (for example, annual surveys in Finland).
