Rueckblick ueber die Unfallsituation von Motorraedern in Europa und den USA 1977-1999

A review of the motorcycle accident situation in Western Europe and the United States 1977-1999

Der Vortrag stellt Ergebnisse aus der Motorradunfallforschung hinsichtlich einiger Besonderheiten von Motorradunfaellen in Westeuropa und den USA vor und erlaeutert einige die Verkehrssicherheit betreffende Problemstrecken fuer Motorradfahrer. Mit Westeuropa sind Oesterreich, Daenemark, Deutschland, Frankreich, die Niederlande und die Schweiz gemeint. Die aktuelle Untersuchung ist eine Fortsetzung der anlaesslich der Internationalen Motorradkonferenz 1991 in Bochum, Deutschland, vorgestellten Forschung und untersucht eine Unfalldatenbank, die nun um mehr als ein Jahrzehnt erweitert wurde. Die vorliegende Untersuchung will: (1) die qualitativen Veraenderungen bei toedlichen Motorradunfaellen beschreiben, wie sie in allen sechs europaeischen Laendern, in Westeuropa insgesamt und in den Vereinigten Staaten von Amerika von 1977 - 1999 stattgefunden haben; (2) die Aenderungen der Unfallzahlen toedlich verunglueckter Motorradfahrer (pro 1.000 Einwohner) zwischen 1977 und 1999 aufzeigen; (3) diejenigen Altersgruppen benennen, die am haeufigsten in toedliche Motorradunfaelle verwickelt waren; (4) bestimmen, ob es statistisch signifikante Aenderungen bei Motorradunfaellen fuer verschiedene Zeitspannen innerhalb des Untersuchungszeitraumes von 1977 - 1999 gab. Einige Schlussfolgerungen der Untersuchung sowie einer umfassenden Literaturrecherche sind: (1) In den 70er und 80er Jahren war die am meisten gefaehrdete Altersgruppe diejenige der 15-24-Jaehrigen. (2) In den 90er Jahren jedoch stieg die Zahl der toedlich verunglueckten Motorradfahrer in der Altersgruppe zwischen 25 und 64 Jahren dramatisch an. (3) Insgesamt zeigten die Ergebnisse von T-Tests, dass die Unfallentwicklung in waehrend der letzten 20 Jahre positiv gewesen ist. (4) Die untersuchten Staaten sollten dringend Heimpflicht und Tagesfahrlichtpflicht einfuehren. (A) ABSTRACT IN ENGLISH:This paper reports the results of research investigating motorcycle accident characteristics of western Europe and the U.S.A., in order to determine some of the problem areas in traffic safety of motorcycle use. Western Europe includes the countries Austria, Denmark, Germany, France, The Netherlands, and Switzerland. The study represents the continuation of the research work presented at the 1991 International Motorcycle Conference in Bochum, Germany, extending the accident data-base for more than one decade. The specific objectives of the study are to: 1) Identify the qualitative changes in the motorcycle fatalities as experienced by each of the investigated six western European countries, by western Europe as a whole, and by the United States from 1977 to 1999. 2) Show quantitatively the changes in fatality rates (fatalities per 1000 inhabitants) between 1978 and 1998. 3) Identify those age groups that were most frequently involved in fatal motorcycle accidents. 4) Determine whether there were statistically significant changes in the motorcycle accident characteristics for different periods in the time span from 1977 to 1999. Some conclusions of the study and a broad literature review are: 1) The most endangered age group of the 1970s and the 1980s was the age group 15-24 years. In the 1990s the fatal accident situation of the age group 25-64 years increased dramatically. 2) With respect to the age groups western Europe experienced significant improvements for persons aged 15-24 and significant deteriorations for persons aged 25-64 for all time periods. With respect to the U.S.A. the same is true for the age group 15-24 for the time period I-III. Overall it can be concluded, that there was a strong positive trend for motorcyclists in the age group 15-24 and a strong negative trend in the age group 25-64. The results of the t-test proved, that the fatality development in western Europe and the United States showed significant improvements at the 95 percent level of confidence between the time periods I (1977-1979) and III (1997-1999). 4) The countries under study should strongly enforce helmet use and headlight-on laws.
