Ostseeverkehr - Entwicklung, Struktur und kuenftige Herausforderungen / Baltic Sea transport - traffic development, structural set-up and future challenges

Der Ostseeraum stellt eine besonders dynamische Wirtschaftsregion dar. Der Ostseeverkehr, im Beitrag als Seetransport verstanden, hat damit umfangreiche und wachsende Aufgaben zu erfuellen. Sowohl der Gueterverkehr als auch der Personenverkehr wachsen. Damit steht der Oststeeverkehr zugleich jedoch vor zahlreichen Zukunftsvoraussetzungen. Es wird auf die Struktur der Handelsstroeme zwischen den Anrainersstaaten eingegangen. Es werden ferner Angaben zu den Transportvolumina und den Kapazitaeten der wichtigsten Seehaefen gemacht. Der Seetransport im Ostseeraum schliesst den ostseeexternen und den ostseeinternen Verkehr ein, unterschiedliche Gueterarten und Transporttechnologien und nicht zuletzt den Passagierverkehr. Ferner werden zukuenftige Aufgaben angesprochen, so zum Beispiel die Sicherung der nachhaltigen Hafen- und Seeverkehrsentwicklung aus regionaler Sicht, die Harmonisierung der Bepreisung und Finanzierung der Hafeninfrastruktur sowie die Entwicklung des Ostseetransports in Richtung Nachhaltigkeit. ABSTRACT IN ENGLISH: In line with the rapid developing volume of trade, traffic in the Baltic Sea is growing in a spectacular way. The complex structure of maritime transport is characterized by a flow of cargo both within the Baltic Sea and originating from outside. The principal segments of this transport consist of container feeder services, ferry and roll-on / roll-off transport, carriage of bulk freight and passenger ferry services. The range of challenges linked to future traffic development involves the creation of an improved database and the preparation of international traffic forecasts for the purpose of stablishing future requirements in transport infrastructure. The long haul ship routes across the Baltic Sea should become a part of the trans-Europe transport network. Mutually advantageous conditions for trans-shipment, especially in the eastern part of the Baltic Sea, are deemed an essential prerequisite for economically viable port projects and the avoidance of excess capacity. Of special importance is the harmonization of the charges increasingly levied for the use of the transport and port infrastructure facilities, while practical solutions have to be found for the environmental costs attributed to transport.
