NATIONAL ENVIRONMENTAL INFORMATION SYMPOSIUM

THERE IS A NEED FOR INCREASED AWARENESS OF, AND ACCESS TO ENVIRONMENTAL INFORMATION. DISSEMINATION OF BIBLIOGRAPHIC INFORMATION AND DIRECT ACCESS TO RAW, UNBIASED, INTERPRETED DATA IS NEEDED. USER FEE AND OTHER CHANGES LEVIED BY ORGANIZATIONS FOR INFORMATION WAS DISCUSSED. ATTENTION WAS PAID TO PROBLEMS OF ACCESS TO DATA USED TO SUPPORT ENVIRONMENTAL IMPACT STATEMENTS. THE DESIRE WAS EXPRESSED FOR OPEN DECISION- MAKING THROUGH THE ENVIRONMENTAL FIELD, WITH ALL INTERESTED GROUPS HAVING FULL ACCESS TO POSITION PAPERS, IMPACT STATEMENTS, RECOMMENDATIONS, RAW DATA, AND BACKGROUND INFORMATION. A NATIONAL PROGRAM MUST COORDINATE EFFORTS TO OPEN CHANNELS FOR INFORMATION TRANSFER, REVIEW PROBLEMS AND IDENTIFY WAYS TO RELIEVE THEM. THE PRIVATE SECTOR SHOULD BE REPRESENTED IN INTERGOVERNMENTAL DECISION-MAKING GROUPS. A MECHANISM MUST BE ESTABLISHED FOR EVALUATION OF THE DATA GOING INTO THE INFORMATION BANKS. DECENTRALIZED ORGANIZATIONS AND LOCAL LIBRARIES SHOULD BE WIDELY DISTRIBUTED. PROCEDURAL DETAILS, REFERRAL ACTIVITIES AND THE SUBJECT OF REGIONAL MEETINGS ARE DISCUSSED. DIVERGENT VIEWPOINTS WERE EXPRESSED IN THE REPORTS OF FIVE USER PANELS (CITIZENS' ACTION; PRESS PUBLICATIONS; INDUSTRY AND TRADE ASSOCIATIONS; ACADEMIA, RESEARCH ORGANIZATION, AND PROFESSIONAL SOCIETIES; AND GOVERNMENT).
