Ist die deutsche Wirtschaft fit fuer Transport- und Logistikinnovationen? / Is Germany's economy ready for innovative measures in the field of transport and logistics?

Gueterverkehr und Logistik haben volkswirtschaftlich eine wohlstandsbildende Schluessel- und Multiplikatorfunktion. Moegliche Innovationshemmnisse wie auch strukturelle Defizite im Innovationsmanagement der Logistik wirken sich gesamtwirtschaftlich negativ auf die Bruttowertschoepfung aus. Das Bundesministerium fuer Bildung und Forschung hat ein Forschungsteam beauftragt, beide Sektoren hinsichtlich ihrer Innovationsfaehigkeit zu analysieren. Die Basis der ersten Ergebnisse, die im Beitrag wiedergegeben werden, beruht auf einer empirischen Analyse mit qualitativer Expertenbefragung. Sie repraesentieren 20 Innovationsprozesse ab 1995, deren Planungsaufwand mehr als 10 Millionen Euro betraegt. ABSTRACT IN ENGLISH: To be able to increase its overall gross value, Germany's economy is dependent on long-term innovations in the field of freight transport and logistics. The industry is therefore making strenuous efforts aimed at automating transport and transaction chains while seeking to optimize the synchronization of private transport in line with the production and delivery cycles of production and trading centres, for the purpose of enhancing productivity. The overall share of 'just-in-time' freight shipments is to increase from a level of 35 per cent in 1995 to 65 per cent in 2010. It is intended to boost the structure of business and performance capabilities due to the adoption of enhanced logistics. Transport and logistics are apparently unable to meet the innovation needs of industry and commerce. Proof of this is presented in the final analysis of a research project commissioned by the Federal German Ministry of Education and Research (BMBF), completed in 2002. Innovative measures are being blocked and, especially in the area of freight transport, the innovators' management of innovations seems unprofessional. All of these factors tend to paralyze the innovation process. It would appear that Germany's economy is only partly ready for innovative measures in the field of transport and logistics. (A)
