Professionalisiertes Car-Sharing im Dilemma Oekologie / Oekonomie? Ueberlegungen zur Zukunft des Autoteilens in Deutschland / Commercially-organized car-sharing between ecology and economy

Nach dem ueberwiegend vollzogenen Schritt von der genossenschaftlichen zur marktwirtschaftlichen Mobilitaetsdienstleistung scheint das kommerzielle Car-Sharing in Deutschland am Beginn eines Systemwandels zu stehen. Dieser Wandel ist wahrscheinlich die Voraussetzung fuer den angestrebten breiten Markterfolg. Eine unerwuenschte Nebenfolge koennte allerdings sein, dass die positiven oekologischen Effekte, mit denen auch das kommerzielle Car-Sharing bis heute verbunden wird, in der Zukunft deutlich zurueckgehen oder sich sogar ins Gegenteil verkehren. Ob sich ein positiver oder negativer oekologischer Saldo einstellt, haengt entscheidend davon ab, wie sich die Angebotsstrategien der Car-Sharing Unternehmen einerseits und die Nutzerpraeferenzen andererseits entwickeln. ABSTRACT IN ENGLISH: Since their inception, car-sharing operations have been caught in the conflict area of ecology and economy. If car-sharing is regarded as a mobility service that is linked to ecological principles, it can be readily justified because of the positive results achieved. This report identifies the positive ecological impact in the form of eco-efficiency and eco-sufficiency effects, together with the negative effects, both from the aspect of additive demand. A justification is sought for the hypothesis that Germany's commercially run car-sharing system is presently subjected to a system wide change that is aimed at abolishing the existing link-up with given social groups. This change is presumed to be the precondition for efforts under way to widen the success of car-sharing operations. From a medium term perspective, the user groups in need of additional car mobility opportunities could emerge as a dominant force. This would conceivably reduce, or even reverse, the positive ecological achievements so far, making it necessary to evaluate car-sharing operations once more from the aspect of transport and environmental policies.
