A SIMULATED APPLICATION OF STATISTICAL QUALITY ACCEPTANCE SPECIFICATIONS FOR BITUMINOUS PAVEMENTS

THIS REPORT COVERS THE APPLICATION OF STATISTICALLY ORIENTED SPECIFICATIONS TO AN ACTUAL PROJECT. THE STATISTICAL ACCEPTANCE TESTS WERE RUN COMPLETELY SEPARATE FROM THE CONTROL TESTS WHICH WERE USED TO ACTUALLY GOVERN THE PRODUCTION OF THE MIX. AN ANALYSIS OF THE VARIANCE BETWEEN THE CONTROL AND THE MAINE STATISTICAL ACCEPTANCE TESTING PROCEDURES, FOR THE ENTIRE PROJECT, INDICATES A VERY HIGH DEGREE OF PROBABILITY THAT THE RESULTS ARE FROM THE SAME POPULATION. THE FEDERAL HIGHWAY ADMINISTRATION REGION 15 RESEARCH AND DEVELOPMENT DEMONSTRATION TEAM ARRIVED DURING THE CONSTRUCTION OF THIS PROJECT AND FOR 10 DAYS ALL THREE PROGRAMS WERE RUN IN CONJUNCTION WITH EACH OTHER. THE RESULTS AGAIN INDICATED THE SAME HIGH DEGREE OF PROBABILITY. LOT EVALUATIONS FOR BOTH THE MAINE STATISTICAL ACCEPTANCE AND THE REGION 15 R & D TEAM ARE PRESENTED TO SHOW WHAT EFFECT THE STATISTICAL CONCEPT WOULD HAVE UPON THE PAYMENT OF THE MATERIAL. AS A RESULT OF THIS STUDY AND COMPARISON A REVISED SET OF STATISTICAL QUALITY ACCEPTANCE SPECIFICATIONS IS PRESENTED.
