CERTIFICATION OF CEMENT AT PLANT VS. JOB

THE ROLE OF CEMENT PROCUREMENT PROCEDURES AS THEY RELATE TO HIGHWAY PAVING IS EXAMINED. CERTIFICATION OF A CEMENT PRODUCER IS BASED UPON THE CONSIDERED JUDGMENT OF THE HIGHWAY AGENCY. THIS JUDGMENT IS REACHED BY EXAMINATION OF THE PRODUCER'S FACILITIES, QUALITY CONTROL PROGRAM, HISTORY OF PERFORMANCE, AND THE MAINTENANCE OF ADEQUATE AND CONTINUING RECORDS. THREE PARTNERS ARE INVOLVED IN THE ENTERPRISE TO KEEP CEMENT QUALITY UNDER CONTROL: THE CEMENT PRODUCER, THE CONTRACTOR AND THE READY-MIX PLANT OPERATOR. RECOMMENDED POLICY IS THAT ALL ELIGIBLE CEMENT PLANTS BE QUALIFIED TO FURNISH CEMENT TO CONSTRUCTION PROJECTS WITHOUT CONTROL SAMPLING AND TESTING OF INDIVIDUAL SHIPMENTS. THE CONTRACTOR, WHEN PURCHASING CEMENT FROM A QUALIFIED CEMENT PLANT, SHOULD ADVISE THE PLANT THAT ONLY THE TYPE OF CEMENT REQUIRED IS TO BE SHIPPED AND THAT A CERTIFICATION MUST ACCOMPANY EACH SHIPMENT. THE READY-MIX PLANT OPERATOR, WHEN FURNISHING CONCRETE TO STATE WORK AND USING CEMENT FROM A QUALIFIED CEMENT COMPANY, SHOULD REQUEST CERTIFICATION FOR ALL CEMENT DELIVERED DURING THE PROGRESS OF THE WORK. THE REVIEW BY A STATE HIGHWAY DEPARTMENT MATERIALS ENGINEER OF A PRODUCER'S QUALITY CONTROL PROGRAM, PLUS THE SELF-POLICING POLICY OF RANDOM SAMPLES OF A PLANT'S PRODUCTION, ASSURES THE HIGHWAY AGENCY OF CONFORMANCE OF THE CEMENT TO ALL APPLICABLE SPECIFICATIONS.
