Die Privatisierung der Flugsicherung / Air traffic control privatization

Der Bericht beschaeftigt sich mit den Zielsetzungen und Moeglichkeiten einer Privatisierung der Flugsicherung in Deutschland. Dazu wird einleitend eine Situationsaufnahme der derzeitigen Gegebenheiten in der Flugsicherung vorgenommen und auf die Hintergruende der Privatisierungsabsichten eingegangen. Es folgen theoretische Ausfuehrungen zu den erwarteten Vorteilen einer Privatisierung. Danach werden die Perspektiven der Privatisierung im Flugsicherungsbereich skizziert und diskutiert. ABSTRACT IN ENGLISH: Both the deregulation and privatization of air transport have been hailed as a success story worldwide, signifying a boost for the air transport market with renewed efficiency and innovative trends. In turn, air traffic control - i.e. that sector of air transport responsible for the control and coordination of aircraft movements in a well defined airspace - has largely remained unaffected by moves towards liberalization. As before, mainly state controlled or state owned organizations tend to dominate the scene in the form of national monopolies. Meanwhile, however, new ideas abound together with calls for privatization. This report analyzes the acceptance of, and possibilities for, the privatization of air traffic control by using Germany's Deutsche Flugsicherung GmbH (ATC) as an example. Economic aspects come under review while the first privatization proposal is being offered. (A)
