PLANNING AND TRANSPORT. NOTE ON THE TRANSPORT PLANNING PROCESS IN ITALY

THIS ARTICLE REVIEWS THE HISTORY OF ECONOMIC PLANNING IN ITALY, WHICH DERIVES MAINLY FROM THE EOEC PLAN OF 1948, THE VANONI SCHEME OF 1955, THE MALFA NOTE OF 1962, AND THE GIOLITTI SCHEME OF THE SAME YEAR. TRANSPORT HAS BENEFITED MOSTLY FROM THE GIOLITTI SCHEME AND ITS RESULTANT ECONOMIC PROGRAM FOR 1966-70. AN ANALYSIS OF THIS PROGRAM IN TERMS OF THE TRANSPORT REQUIREMENTS OF THE COUNTRY SHOWS THAT THERE ARE SHORTCOMINGS IN THE NATIONAL RAILWAY, METROPOLITAN TRANSPORT AND AIRPORT SECTORS. FORECASTS OF PASSENGER AND COMMUTER TRAFFIC QUOTED IN THE 1971-75 FIVE- YEAR PLAN ARE DISCUSSED. /TRRL/
