SAMPLE CALCULATIONS USED IN COST/BENEFIT ANALYSIS

THE OVERALL COSTS OF PURCHASING, MAINTAINING, AND OPERATING AUTOMOTIVE POLLUTION-CONTROL DEVICES FOR POST-1975 CARS IN A GIVEN YEAR DURING THE 1976-1985 CONVERSION DECADE WERE COMPUTED MATHMATICALLY. THE COSTS ASSOCIATED WITH 1970- 1975 VEHICLES WERE COMPUTED IN A SIMILAR MANNER. THE BARETT AND WADDELL EPA STUDY INVESTIGATED EIGHT MEASURES OF AIR POLLUTION EFFECTS: HEALTH COSTS, MATERIALS DAMAGE, PROPERTY DEVALUATIONS, VEGETATION DAMAGE, SOILING COSTS, ANIMAL LOSSES, AESTHETIC COSTS AND LITIGATION. ONLY THE FIRST FOUR CATEGORIES WERE ACTUALLY USED IN THE ESTIMATE OF POLLUTION COSTS, THE OTHERS BEING EXCLUDED BECAUSE THEY SUFFERED FROM DATA DEFICIENCIES. THE POLLUTANTS CONSIDERED WERE: SULFUR OXIDES, PARTICULATES, OXIDANTS, CARBON MONOXIDE, AND NITROGEN OXIDES. COSTS OF OTHER POLLUTANTS WERE OMITTED BECAUSE OF INSUFFICIENT DATA. THE BROAD AGGREGATIONS OF POLLUTANT EMITTERS CONSIDERED WERE: FUEL COMBUSTION IN STATIONARY SOURCES, TRANSPORTATION, INDUSTRIAL PROCESSES, SOLID WASTE DISPOSAL, AND MISCELLANEOUS SOURCES. THE PRINCIPLE RESULTS OF THE REPORT SHOW $16.132 BILLION WORTH OF DAMAGES. THE METHODOLOGY OF THESE ESTIMATES ARE DISCUSSED IN EACH CATEGORY.
