ASSESSMENT OF ROADING PRIORITIES AND PROGRAMMING WITH PARTICULAR REFERENCE TO COUNTIES

FORWARD PROGRAMMING IS ESSENTIAL TO GOOD MANAGEMENT. THE AMOUNT AND TYPE OF WORK TO BE CARRIED OUT BY A LOCAL AUTHORITY IS DECIDED BY THE COUNCIL; THE COUNCIL MUST BE WELL INFORMED OF PRESENT AND FUTURE REQUIREMENTS AND LIKELY COSTS. EXPENDITURE ON ROADING BY ANY LOCAL AUTHORITY MAY BE DIVIDED INTO: LOAN REPAYMENTS, MAINTENANCE, RESEALING, BRIDGING, STRENGTHEN AND SEAL, NEW SEALING, MINOR CONSTRUCTION. A SYSTEMATIC EXAMINATION OF THE NEEDS OF AN AREA UNDER THESE DIVISIONS ENABLES THE ENGINEER TO DETERMINE FUTURE NEEDS. IT IS ESSENTIAL THAT A RATIONAL METHOD BE ADOPTED TO ASSESS THE RELATIVITY OF NEEDS WITHIN EACH CLASSIFICATION. /TRRL/
