GUARD RAIL AND GUIDE POSTS WARRANTS

IN THE PAST, MANITOBA HAS NOT HAD A SYSTEMATIC METHOD OF DECIDING WHETHER GUARD RAIL SHOULD BE INSTALLED OR NOT. THE MATTER WAS USUALLY DECIDED BY THE VIGOR WITH WHICH A DISTRICT ENGINEER PUSHED HIS PROPOSAL AT HEAD OFFICE. TO OVERCOME THIS, AND ALSO TO HAVE AN ORDERLY APPROACH TOWARD CATCHING UP ON THE BACK LOG OF RAIL REQUIREMENTS, IT WAS DECIDED THAT A SYSTEM OF WARRANTS MUST BE ESTABLISHED. TO SERVE THE PURPOSE, THE CRITERION MUST HAVE THE FOLLOWING FEATURES: (1) UNIFORMITY OF APPLICATION, (2) A SYSTEM OF PRIORITIES, (3) SUITABILITY TO ONES OWN PARTICULAR NEEDS, (4) FLEXIBILITY WITHOUT LOSING ITS EFFECTIVENESS, (5) A DEMARCATION LINE BETWEEN GUARD RAILS AND GUIDE POSTS. /CGRA/
