PHOTOGRAMMETRIC CONTROL METHODS OF THE STATE HIGHWAY COMMISSION OF KANSAS

THE BASIC CONCEPT OF THE KANSAS SYSTEM IS TO UTILIZE EVERY RELIABLE SOURCE OF VERTICAL AND HORIZONTAL CONTROL DATA (SUCH AS USGS QUADRANGLE MAPPING, CITY PLATS, AS-BUILT PLANS, ETC.) WHICH WILL MEET THE ACCURACY REQUIREMENTS OF THE JOB AND THAT MAY BE ASSOCIATED WITH IDENTIFIABLE PICTURE POINTS ON AN AERIAL PHOTOGRAPH. IF AVAILABLE CONTROL IS SUFFICIENT FOR THE ULTIMATE ACCURACY DESIRED OR DOES NOT FIT THE SCALE OF THE PHOTOGRAPHY, GROUND CONTROL IN THE FORM OF SELECTED PICTURE POINTS IS CONSIDERED, WITH ACTUAL PLACEMENT OF INEXPENSIVE PLASTIC TARGETS AS A LAST RESORT. /AUTHOR/
