PREPARATION OF RIGHT-OF-WAY PLANS FROM AERIAL MOSAICS ACQUISITIONS

ECONOMIC RIGHT-OF-WAY DESIGN METHODS ARE DESCRIBED. IT IS IMPORTANT THAT THE PRELIMINARY RIGHT-OF-WAY INFORMATION SHOULD BE ACQUIRED BY MAPPING BEFORE CONDEMNATION AND CLEARING CAN START. SINCE CONSTRUCTION CANNOT START BEFORE CONDEMNATION AND CLEARING OF THE RIGHT-OF-WAY HAS BEEN COMPLETED, IT IS ECONOMICALLY IMPORTANT THAT THE PRELIMINARY WORK BE ACCOMPLISHED SPEEDILY AND SIMPLY. THE PRELIMINARY DESIGN IS USUALLY MADE ON PHOTOGRAMMETRIC MAPS. THE COUNTY TAX ACCESSOR'S MAPS FOR THE AREA MUST THEN BE OBTAINED AND COMPARED. AERIAL PHOTOGRAPHY MAY BE USED TO FACIALIATE THE PHOTOGRAMMETRIC METHOD. ADVANTAGES AND DISADVANTAGES OF THE PHOTOGRAMMETRIC-TYPE OF PLAN FOR USE IN RIGHT-OF-WAY FUNCTIONS IN PENNSYLVANIA ARE OUTLINED.
