THE RANKING OF ROAD PROJECT PRIORITIES, WITH DISCUSSION

IN THIS PAPER THE RANKING OF ROAD PROJECTS IN A ROAD SYSTEM (S) IS DISCUSSED USING A COST-BENEFIT ANALYSIS APPROACH. ALSO EXAMINED ARE PROBLEMS INVOLVED IN CONSTRUCTING MODELS TO CHOOSE A 'BEST' INVESTMENT PROGRAM SATISFYING CONSTRAINTS. IT IS SHOWN THAT ONLY A (RELATIVELY) SMALL SET (G) OF INVESTMENT PROGRAMS CAN BE CONSIDERED. HOWEVER, EVEN IF THIS PROGRAM IS INCLUDED, THE SET MAY BE TOO LARGE TO PICK IT OUT. TO INVESTIGATE THESE PROBLEMS THREE MODELS ARE DISCUSSED. EACH LIMITS THE SET (G) IN A DIFFERENT WAY AND USES A DIFFERENT OPTIMIZATION TECHNIQUE TO PICK OUT THE BEST INVESTMENT PROGRAM. /AUTHOR/
