CHANGING STRUCTURE OF FREIGHT INDUSTRY AND NEED FOR CHANGES IN GOVERNMENTAL POLICIES AND PROGRAMS - PANEL REPORT

STRUCTURE WAS CONSTRUED BY THE PANEL TO REFER EITHER TO INTRACITY FREIGHT OR TO THE INTERFACE BETWEEN INTERCITY AND INTRACITY FREIGHT. WITH RESPECT TO THE FORMER, ELEMENTS OF DEMAND AND SUPPLY ARE CONSIDERED FOR THEIR POLICY IMPLICATIONS. RECOMMENDATIONS ARE MADE REGARDING PRICING ACTIONS AND OTHER LOCAL PUBLIC POLICIES, DAYTIME EMBARGOES VERSUS ZONING AS APPROACHES TO TRAFFIC CONGESTION, AREA-WIDE DEVELOPMENT INCENTIVES, AND EXTRAJURISDICTIONAL EFFECTS OF LOCAL ACTIONS. THE DISCUSSION OF INTERCHANGE AND INTERMODAL PROBLEMS, WHICH IS BRIEFER, IS DEVOTED TO RAILROADS, MANAGEMENT -- LABOR RELATIONS, AND EFFECTS OF LABOR ON THE TRUCKING INDUSTRY. AREAS OF EMPHASIS AND RESEARCH ARE DELINEATED FOR THE UNITED STATES AND CANADA.
