LABOR PRACTICES AND PROBLEMS IN URBAN GOODS MOVEMENT

THE AUTHOR, A LABOR ECONOMIST WITH THE INTERNATIONAL BORTHERHOOD OF TEAMSTERS, DISCUSSES (1) URBAN GOODS MOVEMENT IN THE LIGHT OF TEAMSTER CONTRACTS AND PRACTICES AND (2) THE UNION'S POSITION ON TECHNOLOGICAL CHANGE. HE NOTES THAT BECAUSE OF THE DIVERSITY AND NUMBER OF TEAMSTER CONTRACTS, IT IS NOT POSSIBLE TO PRESENT A COMPREHENSIVE SURVEY OF LABOR PRACTICES AND PROBLEMS IN URBAN GOODS MOVEMENT. HOWEVER, AN ANALYSIS OF THE NATIONAL MASTER FREIGHT AGREEMENT AND SUPPLEMENTAL AGREEMENTS, WHICH COVER SOME 400,000 EMPLOYEES IN LOCAL CARTAGE AND OVER-THE-ROAD FREIGHT OPERATIONS, CAN PROVIDE SOME INDICATION OF THE UNION POSITION. AS OF 1967, THERE WERE 18 LOCAL CARTAGE SUPPLEMENTS TO THE NATIONAL AGREEMENT, AND DIFFERENCES IN THESE SUPPLEMENTS ARE BROKEN DOWN FOR THE FOLLOWING TOPICS: STARTING TIMES, WORK WEEK, PREMIUM PAY FOR THE WEEKEND WORK, NIGHT-SHIFT PREMIUMS, AND PAY DIFFERENTIALS FOR OPERATING LARGE EQUIPMENT. THE CONCLUSIONS FROM THIS ANALYSIS IS THAT TEAMSTER LABOR PRACTICES HAVE SOME IMPACT ON URBAN GOODS MOVEMENT, BUT A MINIMAL ONE. THE TEAMSTER POLICY TOWARD TECHNOLOGY CHANGE IS TRACED AND FOUND TO BE NONRESTRICTIVE. THE DISCUSSION FOLLOWING THE AUTHOR'S PRESENTATION CENTERED ON WORK WEEK COSTS AND STRUCTURE AND ON THE TREND IN AMERICAN INDUSTRIAL RELATIONS TOWARD THE CONCEPT THAT WORKERS HAVE A VESTED RIGHT IN THEIR JOBS AND THAT AN EMPLOYER, IN ORDER TO GAIN FLEXIBILITY IN HIS OPERATIONS HAS EITHER TO BUY OUT UNION RESTRICTIONS OR DISPENSE WITH PART OF HIS WORK FORCE.
