THE ACHIEVEMENT OF POSTWAR IMPROVEMENT PROGRAMS WILL HAVE A TREMENDOUS EFFECT UPON THE ECONOMIC DEVELOPMENT OF THE COUNTRY. RELATED TO THE COSTS OF OBTAINING THE SERVICE ARE SUCH DETAILED PROBLEMS AS LOCAL REHABILITATION WORK, SIZE OF CONSTRUCTION CONTRACTS, PREPARATION OF ADEQUATE PLANS, ALTERNATE BIDS, STANDARDIZATION OF CONSTRUCTION TYPES, AND ESTABLISHMENT OF MAINTENANCE SECTIONS CORRELATED WITH CONSTRUCTION PROGRAMS. /AUTHOR/
