REPORT OF COMMITTEE ON HIGHWAY TRANSPORTATION

ANALYSES UNDERTAKEN TO ASCERTAIN THE COST OF TRANSPORTATION ON A ROAD IN IOWA AND CONNECTICUT WERE REPORTED. THE DATA WERE ASSEMBLED IN ACCORDANCE WITH A METHOD RECOMMENDED IN THE 1929 REPORT. THE ELEMENTS OF ROADWAY COST INCLUDE: RIGHT OF WAY, DRAINAGE STRUCTURES, EARTHWORK, SALVAGE VALUE OF PRIOR SURFACES, EXISTING ROAD SURFACE, SIGNS AND OTHER APPURTENANCES, ENGINEERING AND ADMINISTRATION, ANNUAL MAINTENANCE, PERIODIC RECONSTRUCTION, MAINTENANCE SUPERVISION AND INTEREST. THE ROADWAY COST PER MILE IS COMPARED WITH THE CONTRIBUTION MADE BY TRAFFIC THROUGH TAXES, AND WITH THE VEHICLE OPERATING COSTS.
