TRANSIT PROBLEMS AND THE CENTRAL BUSINESS DISTRICT PROBLEMS ARE TIED CLOSELY TOGETHER. THE PROBLEM IS TO GET THE MAXIMUM NUMBER OF PEOPLE INTO THE CENTRAL BUSINESS DIS- TRICT. WHERE THE CENTRAL BUSINESS DISTRICT HAS REACHED A SATURATION POINT, IT IS A MISTAKE TO BUILD FREEWAYS INTO THE HEART OF THE CENTRL CITY, ADDING NOT ONLY MORE PEOPLE BUT ALSO MORE AUTOMOBILES. THE BASIC DEMAND TO MOVE PEOPLE IS ANSWERED BY TRANSIT. HOWEVER, THE MATTER OF PAYING FOR TRANSIT IS A PROBLEM BECAUSE FEW TRANSIT FACILITIES CAN BE FINANCED WITHOUT PUBLIC SUBSIDY. THE TRANSIT PROBLEM MUST BE TAKEN INTO CONSIDERATION DURING THE DESIGN OF EXPRESS- WAYS AND FREEWAYS.
