THE INFLUENCE MUST BE ESTABLISHED OF ADDITIONAL TRAFFIC CAPACITY AVAIL- ABLE IN ATTRACTING NEW INDUSTRY ALONG LIMITED ACCESS HIGHWAYS. AN ECONOMIC STUDY SHOULD INCLUDE AN ORIGIN- DESTINATION ANALYSIS OF TRAFFIC THAT IS USING THE ROUTE TO DETERMINE THE AMOUNT OF TRAFFIC GENERATED BY USE OF THE LAND DIRECTLY SERVED, COMPARED WITH THAT WHICH IS DIVERTED FROM OTHER AREAS.
