THE DALLAS EXPRESSWAY

A STUDY WAS CONDUCTED ON THE NORTH CENTRAL EXPRESSWAY OF DALLAS, TEXAS, TO DETERMINE CHANGES IN MARKET VALUES OF PROPERTIES PRESUMABLY IN AREAS AFFECTED BY THE EXPRESSWAY AND IN NON-AFFECTED AREAS. CHANGES IN TAX VALUATIONS WERE STUDIED IN AFFECTED AND NON-AFFECTED AREAS, AND CHANGES IN LAND USE. INCENTIVES FOR BUSINESS AND RESIDENTIAL LOCATIONS ALONG THE FACILITY WERE DETERMINED BY INTERVIEWS. TAX APPRAISAL DATA WERE OBTAINED FROM CITY TAX RECORDS. PERMISSIVE USES WERE OBTAINED FROM THE CITY ZONING MAP, AND LAND AREA TAKEN FROM COUNTY PLAT BOOKS UNVERIFIED IN THE CITY TAX RECORDS. ATTEMPTS ARE BEING MADE TO ADJUST THE SALES FOR VARIATIONS IN IMPROVEMENTS BY THE TECHNIQUE USED BY ELDER IN GULF FREEWAY STUDY. THE TECHNIQUE WAS TO TAKE THE IMPROVEMENTS EVALUATION FOR TAX PURPOSES, APPLY A CONSTRUCTION COST INDEX FACTOR TO IT, AND SUBTRACT THIS PRODUCT FROM THE SALES PRICE. THE REMAINDER WAS CONSIDERED TO REPRESENT PRICE PAID FOR LAND ONLY. THE AMOUNT OF STATISTICAL WORK INVOLVED WAS HANDLED WITH THE MAGNETIC DRUM CALCULATOR AND A METHOD WORKED OUT WHEREBY ALL THE METHODS THAT WERE APPLIED TO SALES INFORMATION WERE USED IN ONE QUICK OPERATION OF THE MACHINE.
