CALIFORNIA LAND VALUE STUDIES - RESEARCH THROUGH OPERATIONS

THE ECONOMIC IMPACT STUDIES CONDUCTED IN CALIFORNIA IN CONNECTION WITH HIGHWAY RIGHT-OF-WAY ACQUISITION ARE REVIEWED. THE BASIC SOURCE OF ECONOMIC DATA IS THE SALES TAX RETURN. WITH THIS SOURCE OF MATERIAL, STUDIES WERE MADE OF TWELVE CITIES. THE USEFULNESS OF PERSONAL INTERVIEWS FOR THIS TYPE OF RESEARCH DID NOT CONTRIBUTE MUCH TO THE STUDY IN CALIFORNIA. LAND VALUES ADJACENT TO FREEWAYS WERE INVESTIGATED. AVAILABLE SALES DATA BEFORE AND AFTER THE HIGHWAY IMPROVEMENT WERE TAKEN WITH AN ATTEMPT TO GET RESALES OF IDENTICAL PROPERTY. IN ORDER FOR THE RIGHT-OF-WAY DEPARTMENT TO MAINTAIN A SOUND APPRAISAL PROCEDURE TO DETERMINE A FAIR MARKET VALUE OF PROPERTY REQUIRED FOR VARIOUS TYPES OF HIGHWAY IMPROVEMENT, IT MUST HAVE IMMEDIATE KNOWLEDGE OF THE PROBABLE EFFECT ON ANY TYPE OF PROPERTY. THE DATA COLLECTED MUST BE THE BASIS FOR COMPENSATION FOR LAND AND IMPROVEMENTS TAKEN AND ANY DAMAGE TO THE REMAINDER. RESIDENTIAL PROPERTIES ADJACENT TO FREEWAYS WERE STUDIED THROUGHOUT CALIFORNIA.
