EVALUATION OF UNIT COST OF TIME AND STRAIN-AND-DISCOMFORT COST OF NON-UNIFORM DRIVING

CONSIDERATION OF WORK BY GREENSHIELDS AND SAAL HAS LED TO THE NOTION THAT THE SUMMATION OF SPEED CHANGES ON A TRIP MIGHT BE USED AS THE COMMON DENOMINATOR FOR THE ENTIRE CATALOG OF IMPEDANCES TO UNIFORM DRIVING. THE EXPERIMENTAL WORK OF PAUL CLAFFEY IN MEASURING TIME AND SPEED CHANGES ON TOLL ROADS AND ALTERNATIVE ROUTES, WAS DIRECTED IN PART TOWARD: (1) TESTING THE VALIDITY OF THE SPEED-CHANGE UNIT, AND (2) DETERMINING A REASONABLE AVERAGE VALUES OF THESE TWO UNKNOWNS. AN EQUATION IS PRESENTED FOR DETERMINATION OF TRIP COSTS. A SOLUTION IS PRESENTED FOR THE SINGLE-VARIATE FOR AN ASSUMED NORMAL DISTRIBUTION OF MOTORISTS SUBJECTIVE APPRAISALS OF THE UNIT COST OF TIME. NO EQUATION HAS YET BEEN DEVELOPED FOR THE BIVARIATE SOLUTION, HOWEVER, EXPERIMENTATION IS MADE WITH A SOLUTION BY TRIAL-AND-ERROR OR SUCCESSIVE APPROXIMATIONS, USING THE MAINE-PENNSYLVANIA DATA. THE SOLUTION PROCEDURE IS ILLUSTRATED, BUT IT DOES NOT QUITE WORK OUT. THE ESSENTIAL IDEA IS THAT ANY SOLUTION FOR THE UNIT VALUE OF TIME AND/OR THE STRAIN-DISCOMFORT FACTOR SHOULD TAKE ACCOUNT MATHEMATICALLY OF THE VARIATIONS IN INDIVIDUALS SUBJECTIVE APPRAISALS OF THOSE VALUES. THESE SOLUTIONS, BASED ON SOMEWHAT DISPARATE DATA FROM THE TWO TURNPIKE SITUATIONS, INDICATE THAT WITH A RESPECTABLE BODY OF DATA TAKEN AT TURNPIKE SITUATIONS, REASONABLE SOLUTIONS FOR THE UNIT VALUE OF TIME AND OF THE STRAIN-DISCOMFORT FACTOR, BASED ON THE NORMAL (OR PERHAPS SKEWED NORMAL) DISTRIBUTION OF SUBJECTIVE APPRAISAL OF THESE VALUES, MAY BE FORTHCOMING. METHODS OF COLLECTING ORIGIN-DESTINATION DATA ARE DESCRIBED BY THE DISCUSSERS.
