A BASIS FOR ESTIMATING ROAD SYSTEM DEFICIENCIES FOR A MULTI-CITY SURVEY

A SPECIAL TRAFFIC SURVEY WAS UNDERTAKEN OF CAPITAL CITIES IN AUSTRALIA FOR A FIVE YEAR PERIOD. THE DEVELOPMENT IS DESCRIBED OF THE CONCEPTS AND METHODOLOGY FOR THE SYSTEM OF STUDIES USED IN THE DATA COLLECTION PHASE OF THE CAPITAL CITIES SURVEY. THE CRITERIA AND STANDARDS DETERMINED FOR USE IN THE SURVEY ARE DISCUSSED. THE SURVEY INVOLVES THE FOLLOWING STEPS DURING THE DATA COLLECTION PHASE: (1) IDENTIFICATION OF THE AREA TO BE SURVEYED AND OF THE PROBLEMS AND AREAS REQUIRING SEPARATE SPECIALIZED STUDY AND A PRELIMINARY INVENTORY OF THE CHARACTERISTICS OF THE ROAD SYSTEM, (2) CLASSIFICATION OF THE ELEMENTS OF THE EXISTING ROAD SYSTEM ACCORDING TO THEIR PLANNED FUNCTION OF SERVING LAND USE AND/OR MOVING TRAFFIC, (3) OPERATIONAL STUDIES OF ACCIDENT STATISTICS FOR THE PRINCIPAL ROAD SYSTEM AND FOR A REPRESENTATIVE SAMPLE OF LOCAL STREETS, (5) ASSESSMENT OF STRUCTURAL DEFICIENCIES IN ALL BRIDGES AND FOR A REPRESENTATIVE SAMPLE OF THE TOTAL ROAD SYSTEM, AND (6) COLLECTION OF DATA ON TRAFFIC VOLUMES, TRAFFIC CONTROL DEVICES, PEDESTRIAN PROTECTION MEASURES, PAVEMENT TYPES AND CONDITION, ROAD CROSS SECTIONS AND STREET LIGHTING FOR A REPRESENTATIVE SAMPLE OF THE TOTAL ROAD SYSTEM. THE SYSTEMS APPROACH PROVIDES A NARROWING-DOWN PROCEDURE TO IDENTIFY PROGRESSIVELY THOSE ELEMENTS OF THE ROAD SYSTEM WHICH CAN BE CONFIRMED AS NOT LIKELY TO BE DEFICIENT IF SUBJECTED TO FURTHER STUDIES. THE FOLLOWING TECHNIQUES ARE USED: AERIAL PHOTOGRAPHS, TRAFFIC COUNTS, TRAVEL TIME STUDIES, INTERSECTION CAPACITY STUDY, AND LOAD FACTOR STUDY.
