RESTRUCTURING THE FORM OF CAR OWNERSHIP-A PROPOSED SOLUTION TO THE PROBLEM OF THE MOTOR CAR IN THE UNITED KINGDOM

THE RAPID INCREASE IN THE LEVEL OF CAR OWNERSHIP IN THE UNITED KINGDOM PRESENTS SERIOUS PROBLEMS OF CONGESTION, DETERIORATION OF PUBLIC TRANSPORT AND RATIONAL RESOURCE ALLOCATION. IT IS ARGUED THAT THE ROOT OF THE PROBLEM IS THAT A BIAS EXISTS IN FAVOUR OF OWN-CAR USAGE AND AGAINST PUBLIC TRANSPORT; CAR-USAGE DECISIONS ARE BASED ON MARGINAL COST BUT PUBLIC TRANSPORT IS PRICED ON AN AVERAGE COST BASIS. IT IS SHOWN THAT THIS BIAS IS GROWING RAPIDLY THROUGH TIME. MARGINAL COST PRICING DOES NOT SEEM VIABLE FOR BOTH FORMS OF TRANSPORT BUT IT IS PROPOSED THAT THE BIAS CAN BE CORRECTED BY AVERAGE COST PRICING AND IT IS SHOWN THAT THIS GIVES ALMOST THE SAME RESULTS. A "SOCIAL" SOLUTION TO THE PROBLEM IS PROPOSED WHICH BASICALLY CONSISTS OF A COMMUNITY TRANSPORT CENTER SERVING A GIVEN RESIDENTIAL AREA WHERE VEHICLES ARE HIRED AS NEEDED AND PUBLIC TRANSPORT IS AVAILABLE, ALL CHARGED FOR AT AVERAGE COST PRICES. VEHICLES WILL BE USED MUCH MORE INTENSIVELY AND THE NEW SCHEME WILL GIVE PREVIOUS CAR OWNERS THE MAJOR BENEFITS OF CAR OWNERSHIP BUT AT CONSIDERABLY LOWER COST; NO COMPULSION SHOULD BE NEEDED SINCE THERE SHOULD BE NO DIFFICULTY IN GETTING CAR OWNERS TO PARTICIPATE IN THIS NEW SYSTEM. NON-CAR OWNERS WILL ALSO BE ABLE TO ENJOY THE BENEFITS OF A CAR AT A REASONABLE COST. THE MAJOR BENEFITS FOLLOWING FROM THE INTRODUCTION OF COMMUNITY GARAGES WILL BE OF A SOCIAL NATURE (FOR EXAMPLE, REDUCTION IN AIR POLLUTION, NOISE LEVELS, CONGESTION AND GREATER FLEXIBILITY FOR THE FUTURE TOWN PLANNING). HOWEVER, PERHAPS MOST IMPORTANT OF ALL IS THAT A SCHEME OF THIS SORT COULD LEAD TO A CONSIDERABLE SAVING OF NATIONAL RESOURCES BECAUSE IT MAY BE POSSIBLE TO STABILIZE THE NUMBER OF CARS IN THE UNITED KINGDOM AT APPROXIMATELY THE CURRENT LEVEL, WHILE AT THE SAME TIME MAKING THE BENEFITS OF CAR USAGE AVAILABLE TO THE ENTIRE POPULATION. /TR/
