THE ROLE OF TIME AND MONEY AS RELATED TO CONSTRUCTION SCHEDULES AND DISCUSSION

THE FUNCTIONS THAT MUST BE PERFORMED BEFORE A LETTING DATE FOR A CONTRACT FOR HIGHWAY CONSTRUCTION CAN BE DETERMINED ARE DISCUSSED SUCH AS: (1) ADVANCE PLANNING, (2) PREPARATION OF DETAILED DESIGN AND SPECIFICATIONS, AND (3) ACQUISITION OF RIGHT-OF-WAY. IN MANY CASES ORIGIN-DESTINATION SURVEYS MUST BE CARRIED OUT TOGETHER WITH COST-BENEFIT ANALYSES TO DETERMINE THE GENERAL LOCATION OF A NEW ROUTE. THE TIME INVOLVED BEGINNING WITH ADVANCE PLANNING MAY VARY FROM THREE TO FOUR YEARS, DEPENDING ON THE COMPLEXITY OF THIS PROBLEM. PRESENT SCHEDULING METHODS IN ONTARIO ARE REVIEWED. ONTARIO'S SCHEDULING METHODS ARE DISCUSSED IN THE FOLLOWING CATEGORIES: INFLOW OF CASH, OUTFLOW OF CASH, LEAD TIME, ADVANCE PLANNING, LOCATION SECTION, BRIDGE SECTION, MATERIALS AND RESEARCH SECTION, ROAD DESIGN SECTION, PROPERTY SECTION, AND SCHEDULING SECTION AND CONTRACT CONTROL. SCHEDULING OF CONTRACT AWARDS IN ONTARIO CONSIDERS THE FOLLOWING FACTORS: (1) SCHEDULE THE AWARDS OF CONTRACTS SO AS NOT TO EXCEED THE AMOUNT OF MONEY AVAILABLE, (2) SCHEDULE THE AWARDS SO AS TO CONFORM WITH THE PRIORITY ASSIGNED TO EACH PROJECT, (3) ARRANGE THE AWARD OF A CONTRACT IN PROGRESS SO THAT NO DELAYS OCCUR, (4) DISTRIBUTE THE WORK IN EACH DISTRICT SO AS NOT TO CREATE SUPERVISORY COMPLICATIONS, (5) WEATHER CONDITIONS MUST BE CONSIDERED, (6) AVOID LONG SECTIONS OF CONTINUOUS CONSTRUCTION TO PREVENT DETOURING TRAFFIC, AND (7) AVOID MAINTENANCE EXPENDITURES BY AWARDING REHABILITATION PROJECTS EARLY IN THE SEASON. CONSTRUCTION EXPENDITURES ARE DIVIDED IN TWO DIVISIONS: (1) CONSTRUCTION UNDER WAY AND (2) NEW CONSTRUCTION. THE DISCUSSION ADVOCATES COMPUTER PROGRAMMING OF CONSTRUCTION SCHEDULING.
