BALANCING OF PHYSICAL AND ECONOMIC RATINGS WITH OTHER CONSIDERATIONS TO ESTABLISH PROJECT PRIORITIES AND DISCUSSION

THE FOLLOWING FACTORS WHICH MUST BE GIVEN CONSIDERATION IN DEVELOPING CONSTRUCTION PRIORITIES ARE DISCUSSED: (1) AVAILABILITY OF FUNDS, (2) DISTRIBUTION OF FUNDS BY SYSTEM OR CLASS OF HIGHWAY, (3) STATUTORY DIRECTIVES, (4) FINANCIAL REQUIREMENTS OF ACTIVITIES OTHER THAN HIGHWAY CONSTRUCTION, (5) VARIOUS PROGRAMS WITHIN THE OVER-ALL CONSTRUCTION PROGRAM, (6) COMPLETION OF USABLE SEGMENTS AND ROUTE IMPROVEMENTS, (7) ABILITY TO COMPLETE PLANS, (8) ABILITY TO APPLY NECESSARY RIGHT-OF-WAY, AND (9) COORDINATION WITH COMMUNITY PLANS. SUFFICIENCY RATINGS, OR OTHER RATING PROCEDURES, MAY BE USED TO ESTABLISH A RELATIVE LEAD FOR IMPROVEMENT. RATINGS SHOULD PROVIDE A STATEWIDE COMPARISON. A BRIEF REVIEW IS PRESENTED OF THE CONNECTICUT PROCEDURES. WHEN CONSIDERATION IS GIVEN TO THESE FACTORS DISCUSSED, IT IS APPARENT THAT NO FIRM RULE CAN BE GIVEN FOR ESTABLISHMENT OF PRIORITY. PHYSICAL RATINGS ARE AN IMPORTANT GUIDE BUT MUST BE COORDINATED WITH MANY OTHER FACTORS IN THE DEVELOPMENT OF CONSTRUCTION PROGRAMS.
