PHYSICAL AND ECONOMIC RATING METHODS FOR PRIORITY CONSIDERATIONS AND DISCUSSION

A SCHEDULE IS PRESENTED ON RATING METHODS FOR PRIORITY CONSIDERATIONS. INITIAL PLANNING MUST BE PRECEDED BY: THE LONG-RANGE PLAN, ITS RATE OF ACHIEVEMENT SET BY A SATISFACTORY FISCAL ARRANGEMENT, THE TOTAL PLAN DIVIDED INTO INCREMENTS BY TIME PERIODS, BY CLASS OF WORK, BY SYSTEMS, BY FUNDS AND OTHER NECESSARY CATEGORIES. THE SUBJECT OF ROAD RATING AND ITS ROLE AS A STEP TOWARD PRIORITY RANKING IS DISCUSSED. THE RATING PROCEDURE STARTS AFTER THE CREATION OF A GENERAL MASTER PLAN AND IS FOLLOWED BY A MERGING OF ECONOMIC AND SOCIO-POLITICAL EVALUATIONS INTO A PRIORITY LISTING. STANDARDS FOR RATING ARE DISCUSSED FROM THE VIEWPOINTS OF STRUCTURAL CONDITION, SAFETY AND SERVICE. METHODS AND TECHNIQUES OF RATING ARE DISCUSSED. PRINCIPLE RATING METHODS REPORTED IN A CANVASS ARE: SUFFICIENCY RATING, DEFICIENCY RATING, SERVICE, CONGESTION WARRANT, PRIORITY ANALYSIS AND ADEQUACY RATING. PRESENT METHODS USED ARE CATEGORIZED INTO THE FOLLOWING GROUPS: (1) ADEQUACY RATINGS, WHICH RATE SAFETY, SERVICE AND STRUCTURAL ADEQUACY, (2) SERVICE INDEXES ALONE, WHICH RATE ADEQUACY FOR TRAFFIC OPERATIONS, AND (3) ECONOMIC ANALYSES, WHICH RATE ECONOMIC CONSEQUENCES OF IMPROVEMENT OR NON-IMPROVEMENT TO USER OR NON-USER AND REFLECTS THE CONSEQUENCES IN SOLVENCY, INSOLVENCY AND THE GENERAL ECONOMY. TECHNIQUES USED TO PRESENT THE FINDINGS ARE DISCUSSED. RATINGS REVIEW NEEDS FOR UPDATING SERVICE FUNCTION AND STRUCTURAL BETTERMENT. PRIORITY RATINGS TELL WHEN THE DEFICIENCY SHOULD BE CORRECTED.
