THE PRESENT TECHNIQUE OF ECONOMIC HIGHWAY STUDIES IN PORTUGAL USES THE MEANS OF COMPARISONS BETWEEN THE BENEFITS WHICH OUGHT TO BE PRODUCED ON A PARTICULAR HIGHWAY WORKS, AND ON THE CAPITAL WHICH OUGHT TO BE ECONOMICALLY INVESTED. THE COST BENEFIT RELATIONSHIP PLAYS A PREDOMINANT ROLE. THE CASE IS REVIEWED OF CONSTRUCTION OF THE TAGUS BRIDGE, AT LISBON, A PROJECT LINKED TO THE URBAN PLANNING OF THE LISBON REGION. IN SPITE OF HIGH COSTS NECESSARY FOR THE URBAN INFRASTRUCTURE, IT IS BELIEVED THAT IT WILL PROCURE FOR THE REGION THE GREATEST ECONOMIC ADVANTAGES OF HIGH NATIONAL INTEREST. CONCEPT OF ECONOMIC CAPACITY IS PRESENTED IN CONNECTION WITH PLANNING OF A HIGHWAY NETWORK. THIS PLANNING IS GIVEN FUNCTIONS IN TERRITORIAL DEVELOPMENT, LINKED TO ITS CONFIGURATION, ITS GEOGRAPHIC SITUATION, AND TO THE EXISTENCE OF NAVIGABLE WATERWAYS AND TO THE STAGE OF ITS ECONOMY.
