ECONOMIC QUESTIONS (GERMANY)

RESEARCH INTO THE RELATIONS BETWEEN THEORIES OF ECONOMICS AND ECONOMIC STUDIES OF ROAD BUILDING ARE GENERALLY CONCERNED WITH THE METHODS USED FOR DETERMINING THE EFFICIENCY OF INVESTMENTS. THE POSITIVE EFFECT OF THE ROAD NETWORK ON THE ECONOMIC DEVELOPMENT OF THE COUNTRY CAN BE PROVED BY MANY EXAMPLES. HOWEVER, IT IS NOT POSSIBLE TO EXPLAIN THE RELATION QUANTITATIVELY. ROAD NETWORKS MUST BE PLANNED WITH CONSIDERATION TO OTHER TRAFFIC NETWORKS. A START HAS BEEN MADE IN GERMANY IN COMPILING GENERAL TRAFFIC PLANS TO ACCERTAIN FUTURE DEMAND. SOCIOLOGICAL RESEARCH IS REQUIRED TO DETERMINE THE DEMAND FOR THIS TRAFFIC, APART FROM ECONOMIC RESEARCH. FORECASTS FOR THE INCREASE OF PRIVATE CAR TRAFFIC STILL DEVIATE TO A GREAT EXTENT IN EUROPE BECAUSE THEY START WITH VERY DIFFERENT VALUES OF SATURATION. THE MOST RELIABLE VALUES FOR ROAD BUILDING HAVE BEEN OBTAINED SO FAR BY EXTRAPOLATION OF THE EXISTING PROCESS. ECONOMIC VIEWPOINTS USUALLY RAISE MANY PRACTICAL DIFFICULTIES IN THE PLANNING OF ROADWORKS. IT IS DIFFICULT TO ESTIMATE THE QUANTITATIVE RELATION BETWEEN THE GEOMETRICAL ELEMENTS, BUILDING COSTS AND RUNNING COSTS FOR TRAFFIC. IT IS RECOMMENDED THAT COST SURVEY TABLES BE COMPLIED BY COMPUTERS FOR THE MOST OFTEN RECURRING COMBINATIONS AND VARIATIONS OF SURVEY FACTORS.
