CITY FINANCE: SIX ALTERNATIVES

EACH OF THE SIX ALTERNATIVE APPROACHES TO THE PROBLEM OF FEDERAL AID TO STATE AND LOCAL GOVERNMENTS IS ANALYZED FROM A NUMBER OF VIEWPOINTS: DIRECT FEDERAL EXPENDITURES, TIED GRANTS-IN-AID, BLOCK GRANTS, TAX SHARING, TAX CREDITS, AND FEDERAL TAX REDUCTION. IT IS CONCLUDED THAT THE DEVELOPMENT OF SOME TECHNIQUE IS NEEDED TO ALLOCATE PUBLIC RESOURCES ON A MORE RATIONAL BASIS THAN AT PRESENT. THE PLANNING- PROGRAMMING-BUDGETING SYSTEM (PPBS) IS A TOOL OF MODERN BUSINESS-TYPE MANAGEMENT WHICH SHIFTS THE EMPHASIS IN BUDGETING FROM INPUT TO MAJOR PURPOSES TO BE ACCOMPLISHED. IT IS DISCUSSED AS A POSSIBLE SOLUTION TO THE PRESENT BUDGETING PROBLEMS. IT IS POSSIBLE THAT THE COMPOSITION OF THE FEDERAL BUDGET WILL SHIFT SUBSTANTIALLY AS A RESULT OF THE IMPLEMENTATION OF PPBS.
