AN EMPIRICAL METHOD FOR ESTIMATING AUTO COMMUTING COSTS

PREVIOUS STUDIES VARIED AUTO COSTS BASED ON OPERATING SPEED, TIME VALUE AND ACCIDENT POTENTIAL. ANALYSIS SHOWED POINT OF TRIP ORIGIN AS ANOTHER VARIABLE. THE METHOD REFLECTING TRIP ORIGIN PRODUCES TOTAL AND OUT-OF-POCKET COSTS PER CAR MILE AND PER PASSENGER MILE, AS WELL AS TOTAL TRIP COST FOR AUTO COMMUTING ACROSS THE HUDSON RIVER. THIS ANALYSIS WAS REPEATED FOR 20 COUNTIES IN THE NEW YORK- NORTHERN NEW JERSEY AREA. SINCE TOTAL COSTS ARE MORE SENSITIVE TO COUNTY OF ORIGIN THAN OUT-OF-POCKET COSTS, CONDUCTING OF TOTAL COST ANALYSES BY COUNTY WAS RECOMMENDED. DEVELOPMENT OF ONLY TWO OUT-OF-POCKET COSTS WAS SUGGESTED, ONE FOR 5 HEAVILY POPULATED COUNTIES AT THE CENTER OF THE STUDY AREA AND ONE FOR SURROUNDING COUNTIES. SEPARATE AUTO OPERATING COSTS WERE USED FOR EACH COUNTY OR COUNTY GROUP. AUTO OPERATING COSTS PER MILE ARE LOWER FOR THE TRANS-HUDSON COMMUTER, BUT TOTAL TRIP COSTS ARE HIGHER BECAUSE THE AVERAGE COMMUTING TRIP IS TWICE THAT COMPUTED FOR THE REST OF THE U.S. THE AUTO IS USED AS IT OFTEN IS THE ONLY TRANSPORTATION AVAILABLE. CAR POOLS TO THE CENTRAL BUSINESS DISTRICT AND FREE PARKING AT MOST SURROUNDING AREAS HELP CUT COSTS. THE EMPIRICAL METHOD WAS RELATED TO OTHER TRANSPORTATION AND AUTO COST STUDIES. ALTHOUGH COSTS INCURRED BY THE TRANS-HUDSON COMMUTER DIFFER FROM THOSE INCURRED BY AUTO COMMUTERS ELSEWHERE, THE METHOD WAS SHOWN FEASIBLE FOR AUTO COST ESTIMATING IN OTHER CITIES. INFORMATION INPUT REFINEMENTS WERE RECOMMENDED, INCLUDING: DATA ON LOCAL NON-COMMUTING MILES, AGE OF VEHICLES USED IN TRANS-HUDSON COMMUTING, AND DATA ON DRIVER AND RIDER ATTITUDES TOWARD COSTS.
