A METHOD FOR MEASURING THE ECONOMIC RESULTS OF RURAL HIGHWAY IMPROVEMENTS PROPOSED FOR USE IN APPALACHIA

ECONOMIC BENEFITS TO APPALACHIA AND TO OTHER RURAL AREAS FROM NEW OR IMPROVED HIGHWAYS MAY SAVE TIME AND MONEY FOR HIGHWAY USERS AND MAY INCREASE PRODUCTION AND ECONOMIC ACTIVITY. THE SUGGESTED METHOD FOR MEASURING THESE BENEFITS WOULD INCLUDE TABLES AND CONCLUSIONS ON BASE-LOAD TRAFFIC COST SAVINGS, GROSS REGIONAL PRODUCT INCREASES, TOURISM AND RECREATIONAL BENEFITS, CONSUMER SURPLUS ESTIMATES AND NET ECONOMIC BENEFITS. FORECASTS OF THE VALUE OF IMMEDIATE IMPROVEMENTS AND ESTIMATES OF CAPITAL INVESTMENT RECOVERY TIME SHOULD BE MADE. A PRIORITY RANKING OF AREAS FOR FEASIBILITY STUDIES AND PRELIMINARY DESIGNS SHOULD BE DEVELOPED. EVIDENCE ON THE EXISTENCE OF A CLEARLY DEFINABLE RELATIONAHIP BETWEEN HIGHWAY IMPROVEMENTS AND ECONOMIC DEVELOPMENT SHOULD BE PRESENTED.
