FOUR METHODS OF HIGHWAY ECONOMIC ANALYSIS ARE DISCUSSED INCLUDING' THE BENEFIT-COST RATIO METHOD, THE PRESENT WORTH METHOD WHERE THE VALUES OF ALL COSTS AND BENEFITS ARE REDUCED TO A PRESENT WORTH, THE ANNUAL COSTS METHOD WHERE CONSTRUCTION AND USER COSTS ARE CALCULATED AS AN AVERAGE ANNUAL COST WHICH GIVES A DIRECT COMPARISON OF ALTERNATE SCHEMES, AND THE RATE OF RETURN METHOD WHERE THE INTEREST RATE AT WHICH THE EXPECTED INCOME WILL AMORTIZE THE PROPOSED INVESTMENT IS CALCULATED. THE DETERMINATION OF HIGHWAY COSTS, USER COSTS, ACCIDENT COSTS, AND COMFORT AND CONVENIENCE ARE DISCUSSED.
